Policy Update- Week of 11/14/2016

In the Health Reform Update for this week, Republican lawmakers debate whether to proceed slowly now that electoral sweeps have provided a clear path to repealing the entire Affordable Care Act (ACA).  Republican governors in Medicaid expansion states immediately push back against the prospects of repeal, while enrollment in ACA Marketplaces surges in the days following the election.

Republicans now control an unprecedented number of state legislative seats.  Democrats control only 13 state legislatures and will be unable to block constitutional amendments from being ratified if Republicans gain an additional legislature.

 

California voters reject a ballot referendum that would have kept state health agencies from paying more for prescription drugs than the lowest price paid to the federal Department of Veteran Affairs.  A ballot initiative to create a single-payer health care system in Colorado fails to draw the support of more than 20 percent of voters.

  

A federal court dismisses the first of a dozen lawsuits brought by insurers seeking to recover funds due under the ACA program that compensates them for extraordinary claims.
